UPDATE: CCPU Tentative Agreement reached 8/8/25

 

Child Care Provider United represented by 60K family child care providers in California, in partnership with SEIU Local 99, SEIU Local 521 and UDW/AFSCME Local 3930 have reached a preliminary agreement that prioritizes COLAs for providers in the 2025-26 state budget. This preliminary agreement will be ratified in the coming weeks.

 

Key provisions of the tentative agreement:

 

  • $37M ongoing, per year in COLAs
  • $90M one-time stabilization payments
  • $80M ongoing, per year retirement funding
  • $15M ongoing, per year for training and continuing education
  • Ability to re-negotiate rate increases if the legislature allocates more money in future budgets
  • Significant progress on rate reform structure and a commitment to move to prospective pay
  • Continuing payment by enrollment

Once approved by CCPU membership, the agreement will be posted here.

Fiscal Year 2026–27 Continued Funding Application

Attention: Executive Directors and Program Directors of California State Preschool Programs  

Management Bulletin (MB) 25-08 has been posted on the CDE, Continued Funding Application (CFA) web page. This MB offers existing California State Preschool Program (CSPP) contractors, and Prekindergarten and Family Literacy Support (CPKS) contractors, the opportunity to request continued funding for fiscal year (FY) 2026–27. 

Important Update: The FY 2026–27 CFA will be delivered to contractors via email. The CFA will be sent to the email addresses provided in the Child Development Management Information System (CDMIS) for the agency’s “Executive Director” and “Program Director.” The email will be sent from CFA Analyst Fiona Lavelle’s email address. To reduce administrative burden, the CFA will not require data entry and will arrive pre-populated with information the contractor has already provided in the CDMIS.

The FY 2026–27 CFA is due November 14, 2025. Both the MB 25-08 and detailed instructions for completing the FY 2026–27 CFA are posted on the CDE CFA web page.

Please act now to prepare your agency’s board resolution. Public agencies, including Local Educational Agencies, are required to submit a resolution authorizing the FY 2026–27 CFA and identifying the individual(s) authorized to sign it on behalf of your agency. To ensure the resolution meets all CDE requirements, contractors must use the resolution template provided on the CDE CFA web page. Please add the resolution to your governing body’s agenda as soon as possible to ensure it is passed by the CFA due date of November 14, 2025. Note that last year’s resolution may not be re-used. A new resolution is required each year.

The EED will host an instructional webinar for CSPP and CPKS contractors regarding MB 25-08 and the FY 2026–27 CFA on September 17, 2025. The purpose of this webinar is to provide an overview of the CFA process, highlight changes and reminders for this year’s application, and answer frequently asked questions.

CCDF 2025-27 State Plan

Announcement: Release of the approved Amendments #1 to the Child Care and Development Fund (CCDF) 2025-27 State Plan 

The California Department of Social Services, Child Care and Development Division has posted the Federal Fiscal Year (FFY) 2025-27 Child Care and Development Funds State Plan - Amendments #1 to the CDSS’ Child Care and Development Fund State Plan webpage.

Per Title 45 of the Code of Federal Regulations, section 98.14(d), CDSS is required to post any changes to their approved state plan after policy changes have been approved by the Administration for Children and Families (ACF).   

The amendments to the following sections of the FFY 2025-27 CCDF State Plan were approved by the ACF, on June 24, 2025.  

  • 2.3.3(a) and 2.3.3(b)(i) - Additional 60 days to collect information, including immunizations for those experiencing homelessness due to the Los Angeles and Ventura Counties fires and windstorms.   
  • 2.5.3(a)(i) and (a)(ii): 24-month eligibility now applies to all three stages of Cal WORKs programs
  • 4.3.3(c): Technical clean up only; correct box was checked.
  • 9.2.8 – added a link to the updated 2025-26 Family Fee Schedule on the Mychildcareplan.org website.
  • 9.3.6 and 9.3.7(a): Changes to prevention of suspension and expulsion policies to include these requirements for all family child care homes operating in a network.  

The FFY 2025-27 CCDF State Plan is effective October 1, 2024, through September 30, 2027. During the three-year cycle period as future policy changes occur, amendments to the plan will be submitted to the ACF as appropriate.

Introduction

The federal Child Care and Development Fund (CCDF) is an aggregate of several funding sources that is distributed in block grants by the federal government to the states and territories. The majority of the funds are to be used to provide child care services to families who meet certain income and need criteria. A portion of the funding is to be used for activities to improve the quality of child care. Another portion is to be used to pay for costs of administering the CCDF.

The purpose of the CCDF is to increase the availability, affordability, and quality of child care services. States and territories receiving CCDF funds must prepare and submit to the federal government a plan detailing how these funds will be allocated and expended.
